Appointment of a Chief Inspector Hong Kong.

Lord De La Warr asked me what had been done as
a result of Mr. Burney's Report. I explained to
him fully the situation, stated that real progress
in Hong Kong seemed to depend on the selection of a
good man for Chief Inspector of Schools, and told
him that the Board of Education had recently been
asked to suggest names for consideration for this
vacancy (no.9 on 53702 below).
I mentioned also that the last report on the work of Mr. Sayers Director of Education, had not been satisfactory and that the Governor seemed to
recognise the need for a change, though he saw difficulties in the way of Affecting it. (In

Lord De La Warr thereupon asked whether it
would not be better to try at once to select a man
for the Directorship of Education instead of for the
Chief Inspectorship of Schools, and asked me to ob-
tain the views of F. E. Department and Personnel on
this question.
In this connection please see A. in my note of
conversation with the Board of Education, no.8 on
53702 below. I shall be glad to discuss with the
departments concerned if they would like to do so.
The matter is urgent as the Board of Education may
at any time suggest names in reply to no.9.
